Pastor Carl's Installation.
Carl Howard has served as pastor of Little
Falls Church since January 2004.
A 2003 Master of Divinity graduate from Wesley
Theological Seminary in Washington, D.C., he became a member of the Shenandoah
Presbytery in February 2004 and was ordained that month. Graduating from
seminary with honors, he received the “Excellence in Biblical Interpretation”
award from Wesley Seminary. His seminary fieldwork was carried out at the
Clifton (VA) Presbyterian Church during the 2001-2002 and 2002-2003 academic
years. During 2003, he served as a chaplain at the University of Maryland
Hospital Center in Baltimore and at the Ingleside at Rock Creek Presbyterian
Retirement Center in Washington, D.C.
Pastor Carl’s previous career was as a Foreign
Service Officer for the United States Information Agency and the Department of
State. He and his wife Beverly served overseas for 20 years of that career, in
Brazil (12 years in all), Portugal, Colombia and Vietnam. They were lay leaders
in English-speaking churches throughout their overseas assignments.
Overseas, Pastor Carl was embassy spokesman
and directed U.S. official media, educational and cultural relations. In
Washington assignments, he directed public-affairs programs and staffs at
embassies throughout Latin America and the Caribbean. He also directed a
program that gave grants to American nonprofit organizations for professional
and youth exchanges overseas, oversaw officially-sponsored arts-related
exhibitions and exchanges abroad, and directed a program that provided American
expert speakers for embassy-sponsored exchange programs. Additionally, he
supervised staffs and programs responsible for American libraries overseas,
official book translation programs in other countries, cultural centers, and
the teaching of English as a Second Language programs sponsored by the U.S.
Government. While in Washington in 1978-79, he was among senior military and
civilian officials granted a year’s master’s degree-level study in national
security issues at the National War College of the National Defense University.
Pastor Carl holds bachelors and masters
degrees in journalism from the University of Texas at Austin. A native of
Texas, he was an editor and writer at the Houston
(TX) Chronicle and the National
Observer, a weekly national newspaper edited in Silver Spring, MD, by Dow Jones & Company. At the
Universidad Nacional Mayor de San Marcos in Lima, Peru, he studied Latin
American culture and languages. He and Beverly speak Spanish and Portuguese.
The Howards' daughter Lita and her husband Orlando Gois live in Martinsburg with their two daughters. Pastor Carl and Beverly live in Hedgesville.
